PROBLEM: Improves the data integrity of the external drives
when the power state of the system changes. 

FIELD EFFECTIVITY: Upgrade of the RQDXE Module (M7513) Rev A1 to
Rev B1 or greater. This FCO implements ECO M7513-ML001. Field
Service Stockroom has been purged of Rev. A1. 

QUICK CHECK: Check module for correct Rev number (B1).
